As an index maintainer, I need a set of commands that will help me generate declarative config blobs. I need to be able to:

• initialize a new olm.package blob from scratch
• generate a new olm.bundle blob given a bundle image
• convert an existing sqlite-based index image to declarative config blobs
• render the contents of an existing declarative-config index image or directory

This is the implementation of OLM-2139
