The oc adm catalog mirror command looks at the database inside the index image when performing mirroring in order to find all related images – the bundle images, operator images, and potential operand images. This information is in the related_image table.
When indexes move to a declarative model, backed by a file instead of a db, oc adm catalog mirror will have to know how to parse the file to find the equivalent of related_image to be able to mirror the index and its contents successfully.
