      We need to provide a way to add second VIPs to existing clusters. Currently VIPs can only be specified at install-time using install-config. They are then stored in the Infrastructure PlatformStatus, which cannot be modified by users. In order to implement this, we likely need to add a field to the PlatformSpec which can be used to specify a new VIP list for PlatformStatus.

      Note that this needs to be validated to ensure that users don't change any existing VIPs. That is not supported and likely won't work. If we want to support changing VIPs we could potentially reuse this functionality, but that needs to be a separate piece of work.

      User Stories:

      • As a cluster administrator, I want to use dual stack VIPs in a cluster upgraded from 4.11.
      • As a cluster administrator, I want to use dual stack VIPs in a cluster that was converted from single stack to dual stack.
