[opct][cli][feature] Integrate the command line interface with Artifact Service

      As a Partner I would like to run the OpenShift Provider Certification Tool and upload the results to Red Hat, so I can get my cluster certified.

      The goal of this macro-story is to research and integrate the backends to store the results collected by provider certification tool.

      That cards depends the initial CLI implementation. It will be nice to reuse backends responsible to store/process/feedback the certifications like Red Hat Connect Portal.

      The details can be created as sub-tasks from this card.
