The change OPCT-216 renamed the binary removing the "certification" from the name, although the documentation have many references for the old binary name.

Goal:

• Rename the docs references for the OPCT binary from "openshift-provider-cert" to "opct"
• Make sure we have clear steps to install the binary with OS and ARCH agnostic. Example use "opct" instead of "opct-linux-amd64"
