Create the release build and image for Sonobuoy plugin with implements business requirements for OpenShift Provider Certification Program named "openshift-tests-provider-cert".

*The image is build in top of openshift-tests image. It's a requirement to optimize the size of the image, or choose a new, and smaller, build layer.
