As an admin, I want to be able to use a form to hide sub-catalog types in the developer catalog or hide the developer catalog completely.

Add Actions dropdown in the cluster resource’s details page with action `Customize`/`Configure`
The UI should look like the User Preferences page
Define extension for the Cutomizations
Use the PF’s Dual list selecter component to select catalog types to hide, if all the options are selected then hide the developer catalog
The console configuration CR should be updated as per the selected options
