Scope:

Both yaml and form driven experience need to be documented for customizations for hiding dev cataglog/sub-catologs/perspectives/quick starts.
Evaluate if this topic could contain customization updates: Customizing the web console in OpenShift Container Platform https://docs.openshift.com/container-platform/4.11/web_console/customizing-the-web-console.html
Sync with rhn-support-opayne around updates to Web Console section since these updates would be done by the cluster admin.
