Description

The existing `Create ProjectHelmChartRepository` form-yaml experience should support the addition of cluster-scoped chart repositories.

Acceptance Criteria

1. Add a radio button to select the scope (Namespace/Cluster)
2. Create HelmChartRepository CR when the scope is `cluster`, and ProjectHelmChartRepository CR when the scope is `namespace`
