Make ProjectHelmChart Repository create form discoverable

Description

As a user, I should be able to quickly discover and add chart repositories in my namespace from the Add page

Acceptance Criteria

1. Add project helm chart repository section on the Add Page
2. Clicking on it should take the user to the ProjectHelmChartRepository create form
3. Add RBAC check, users who can create PHCR CR should see this option
