As a user, I want to easily identify which operator backed services support service binding. 

Acceptance Criteria

1. Create an extension to allow SB to enhance the CSV catalog items by adding the 'label'.
2. Add 'label' on catalog tile of operator backed services (supporting service binding).
3. Add 'label' on side panel of operator backed services (supporting service binding).
4. Add 'label' on operator backed services (supporting service binding) in quick search.
5. Add filters to allow the user to find all operator backed services that are bindable.
