As a user, I want to create a Config Map using a form

Acceptance Criteria

1. Use the Formik's form-yaml switcher for creating a form for creating ConfigMap
2. The form should open with whichever editor is set in the user preferences
3. Admin perspective should have the similar experience for `Create ConfigMap`
