Pipeline as code bootstrapping

Description

As a cluster admin, I want to enable my organisation to use pipeline as code with our Git provider so that teams can following GitOps principles for maintaining the CI pipelines.

Currently, a CLI command is introduced that helps admins configure their git provider and OpenShift for use with pipeline as code:

Use Cases
