As a user, I should be able to read the tekton API endpoints from a operator provided CR and use it in the pipeline task catalog item provider.

Tekton hub tasks provider should dynamically read the endpoint from the TektonHub CR's status.apiURL field to fetch tekton hub tasks, and fallback to hardcoded API URL if not available.

TektonHub CR will be available in the OSP v1.7 Operator
