Quick Start - Highlight Bounding Box Issue

Description of problem:

During the development of the Quick Start highlight task, Aritra, Rohit and Christian all could see a glitch in the highlight bounding box of the more options masthead icon.

I could not see the same issue so we agreed to log it as a bug and address it afterwards.

Prerequisites (if any, like setup, operators/versions):

A quick start using the highlight mechanism to select the masthead icon.

Currently (at time of writing this bug) it is:

[masthead help icon]{{highlight tour-help-button}}

But ODC-5201 should be changing that.

Steps to Reproduce

1. Have a quick starts with the masthead highlight icon
2. Navigate to the quick start and click the highlight

Actual results:

The masthead icon has a weird bounding box issue

Expected results:

Not to have a bounding box issue and to properly align

Reproducibility (Always/Intermittent/Only Once):

Always, but only one certain setups – unknown configuration

Additional info:

Failed on both Linux and Mac in multiple browsers
My mac was unable to reproduce this issue on any browser
