Description of problem:

In the cluster overview page, there's a gap above Activity card when there are no Quick Starts available

Prerequisites (if any, like setup, operators/versions):

There should be no Quickstarts

Steps to Reproduce

1. Admin perspective -> Home -> overview

Actual results:

A gap could be seen above Activity card

Expected results:

The gap shouldn't be seen
