As a user, I'd like to still be able to finish my add flow even if the Pipeline Run cannot be created for the added Pipeline.

Acceptance Criteria

1. Fail the Pipeline Run in the middle of the add submission, but still create all other resources (including the Pipeline resource) and still redirect to the Topology page
2. [late added] Show a message in the sidebar using "sessionStorage" (not "localStorage") flag if it fails to start

Additional Details:

This may not be possible today. I believe we will have to break the PLR in the code in order to cause it to error out. It's important that we support this as the Operator often times provides a preview channel that doesn't work with the code and this should not stop the add flow.

Making a separate story from the add flow ticket because we don't know if this is possible today so it may need to be a theoretical implementation that cannot be tested on a hosted cluster.
