In 4.6 if you add a pipeline during the creation process, this is what happens

• A build config is associated and a build is kicked off
• the selected pipeline is associated but it is not start
• in the topology view, the bottom left decorator represents the build status in "building" state
• the associated side panel shows both a Build Config and a Pipeline

Goal

Improve the integration of Pipelines & Builds.

Acceptance Criteria

As a developer, if i ADD a pipeline during my creation process:

1. do not associate a build config with the D/DC/KSVC
2. contextual side panel should NOT have an associated build config
3. since pipeline has been added, the bottom left decorator should indicate that there is an associated pipeline
4. Start the pipeline during the creation process, but if It cannot be started successfully, do not block the add flow
5. If the pipeline cannot be started automatically, provide a "not started" status as the pipeline decorator which would bring up the start pipeline modal
6. If the pipeline cannot be started automatically, the side panel should inform the user that's the case and provide a Start button
