      Description

      As a user, I want to be able to disable helm specific navigation items from console if there are no helm repositories configured in the console.

      Acceptance Criteria

      1. Should add a custom flag that fetches all the HelmRepository CRs and enabled or disables the flag based on number of CRs available.
      2. Should use the new flag for all the helm related navigation links in console.
