      Upgrade Cluster Infrastructure team owned components to use AWS SDK v2 from v1

      Goals (aka. expected user outcomes)

      As AWS is planning to end support for AWS SDK v1, __ the Go AWS SDK that CAPA (and MAPA) currently use will no longer be getting any sort of updates in July. We need to upgrade to the new SDK in order to stay supported

      Requirements (aka. Acceptance Criteria):

      The Cluster Infrastructure team has upgraded any use of aws sdk v1 to v2

      Background

      AWS is planning to deprecate the SDK v1 in July 2025
