[GA] Support Hosted Control Planes in non-baremetal

      Feature Overview

      Support deploying hosted control plane clusters in non-bare metal virtual hardware, for example vSphere VMs, Nutanix VMs and other RHEL-certified platforms to run the compute for the HCP clusters.

      Why is this important

      The vSphere platform is one of our largest platforms hosting OpenShift clusters. As Hosted Control Planes are being adopted across more customers and as customers are increasingly mixing bare metal and vSphere in their deployments, especially in the process of adopting more bare metal and decreasing their vSphere footprint, fully supporting non-baremetal HCP clusters will help with both, more adoption of HCP and supporting the customer roadmaps that include mixed hardware types (VM+BM) to host their OpenShift cluster expansion.

      Goals

      Promote the Tech Preview to GA.
