      We need to:

      1) Add a toleration and label to nodes for `node-role.kubernetes.io/control-plane label`
      2) Add a metric to measure operators targeting the old legacy toleration (not sure where this lives)
      3) Once we get metrics back from releases 2) showing lots of new toleration usage, add a taint in a future release
