Epic Goal

• Allow CNV to enable GA'ed Kube Swap without enabling it for every deployment, by enabling kubelet.conf.d and allow CNV to drop-in a swap configuration.

Why is this important?

• Swap is a cornerstone for several features of CNV. Thus finding a way to enable Kube swap and leverage it is key.
