Epic Goal

• With ClusterImagePolicy graduating to v1 and becoming part of the default feature set, we can remove the annotation that currently limits the OpenShift ClusterImagePolicy to the TechPreviewNoUpgrade feature set.

Why is this important?

• Shipping ClusterImagePolicy with a default Sigstore validation rule in payloads ensures release payloads are validated and strengthens security.
