As a user of TNF, I want:

• The option to run full fencing validation at install-time to ensure my environment is fully stable before I try to use it

As a developer of TNF, I want:

• A feature gate to ensure that this validation can be promoted to production when ready
• Tests that exercise install time validation that I can compare install pass-rates against

Acceptance Criteria

• The installer runs the TNF-validation tool as part of the installation experience
• Tests are added to cover the validation tool
• Documentation is updated to explain new validation options.
