As a developer of TNF, I need:

• A fencing validation tool that I can use to ensure that TNF is working properly
• For the fencing validator to run during the installation of the cluster and provide these results to the user
• Tests the ensure the fencing validator works as intended

Acceptance Criteria

• A fencing validation tool or script exists in a user-consumable way
• The installer runs the TNF-validation tool as part of the installation experience
• Tests are added to cover the validation tool
• Documenation is updated to explain the validation tool and best practices
