Background

We introduced a periodic test suite and presubmit test suite for the control plane machine set, currently, these run on both AWS and Azure.

Once GCP is working on CPMS we want to make sure we have an equivalent periodic and presubmit job for CPMS.

The periodic should run every 72 hours as with the Azure and AWS jobs

The presubmit job should use a run on changed that tries to recognise GCP specific changes (copy the Azure pattern)

• Add periodic and presubmit jobs for 4.13 and main.
