Currently, when a FeatureGate resource is added to the cluster install manifests, the cluster bootstrap will halt as there is a discrepancy between the config on the masters and the config it thinks should be on the masters.

To resolve this issue, we should ensure that the logic in the MCO KubeletConfig FeatureGate syncer is also observed during bootstrap.

This will unblock cluster bootstraps that rely on a FeatureGate being present.
