Description of problem:

After changing the PTP Configuration the PTP Daemon detects a change, stops the children services, but doesn't bring them up again.

Steps to Reproduce:

    1.Change the PTP configuration
    2.Observe PTP Daemon logs

Actual results:

The PTP Daemon stops the processes but doesn't start them

Expected results:

The PTP Daemon restarts the processes successfully with the new configuration
