      Description of problem:

      While taking down the upstream interface the event for HOLDOVER isn't fired. Looking at the logs shows there is a clockClass issue.

          100%

      Steps to Reproduce:

          1.Deploy PTP T-TSC Clock
    2.Disconnect upstream iface to cause Holdover.
