Description of problem:
The linuxptp-daemon-container restarts regularly due to thread exhaustion start the pmc processes it seems. Here are the last few lines before the stack trace: E1121 17:03:04.285880 953473 pmc.go:440] Spawning process 'pmc -u -b 0 -f /var/run/ptp4l.1.config' for monitoring pmc runtime/cgo: runtime/cgo: pthread_create failed: Resource temporarily unavailable pthread_create failed: Resource temporarily unavailable SIGABRT: abort PC=0x7fee6ea3794c m=2708 sigcode=18446744073709551610

Steps to Reproduce:
1. I've reproduced running a GM profile with ntpfailover and an OC profile with phc2sys disabled
2. Wait a little over 30 minutes (in logs provided)
3. Notice a SIGABRT on line 86254 of the linuxptp-daemon-container-logs.txt
Actual results:
linuxptp-daemon-container restarts due to thread exhaustion
Expected results:
linuxptp-daemon-container does not restart due to thread exhaustion
