the python-date util require setuptools_scm<8.0 https://github.com/dateutil/dateutil/blob/master/pyproject.toml#L5 while the requirement is set to 9.2.2 https://github.com/openshift/ansible-operator-plugins/blob/release-4.21/openshift/requirements-build.txt#L46
