This Epic is created to perform 4.21 release activities for OSDK and Ansible Operator Plugin 

• Rebase openshift/ansible-operator-plugins to upstream operator-framework/ansible-operator-plugins v1.42.0
  • https://github.com/operator-framework/ansible-operator-plugins/releases/tag/v1.42.0
• Rebase openshift/ocp-release-operator-sdk with upstream v1.42.0
  • It is essentially for the helm base image as the operator sdk binary as such is not supported downstream.
  • Rebase from: https://github.com/operator-framework/operator-sdk/releases/tag/v1.42.0

Acceptance Criteria

• Both repositories are rebased with the latest upstream.
• All e2e jobs are running fine.
• Test builds are performed through ART team.
