Description of problem:

Search 'CatalogSource' in all projects from 'Search' page. Choose any one catalogsource, check on the catalogsource 'Operators' tab, the 'Software Catalog' link points to a page not found.

Steps to Reproduce:

    1.Search 'CatalogSource' in all projects from 'Search' page.
    2.Click on any one catalogsource, eg, redhat-operators. Navigate to 'Operators' tab.
    3.Click 'Software Catalog' link on the page.

Actual results:

3. It opens '/catalog?catalogType=operator', which is a not found page.
