R7715 doesn't Power Off, when you are deploying OCP, sometimes we will issue power off and power on commands to the machine. What happens is that the R7715 stopped responding to to Power commands when we issue a Power Off call. This will cause the inspection to fail with the following   

Normal  InspectionStarted  167m  metal3-baremetal-controller  Hardware inspection started
  Normal  InspectionError    164m  metal3-baremetal-controller  Failed to inspect hardware. Reason: unable to start inspection: Failed to set node power state to power on.

When we checked the iDRAC UI, we saw the machine stuck in PoweringOff, this status can also be retrieved from the Redfish System resource, we attempted to reset and reboot iDRAC, the machine comes back to Power On, but doesn't like when we send the reboot/power off command.

    After we see the problem from the first time, we are unable to provision the machine again, even after firmware updates.
