Additional info:
For [Serial] [sig-auth][Feature:OAuthServer] [RequestHeaders] [IdP] test RequestHeaders IdP [apigroup:config.openshift.io][apigroup:user.openshift.io] [Suite:openshift/conformance/serial] Looks like it is failing because it has the expectation that updates to the OAuth resource on the cluster triggers an action by the cluster-authentication-operator (detected by CAO status going Progressing), which AFAIK does not run on HCP. Instead, all the logic the cluster-authentication-operator is responsible for would fall to the control plane operator within HCP. Not sure how other tests have been adapted for HCP, but this will likely require some discussion with folks more familiar with this.
