Important things to note here:
- hypershift was recently added to the default view for 4.20 release blocking signal
- this test is marked regressed because it seemingly never failed in the buildup to 4.17 GA, and now permafails in 4.20,
- it actually permafailed in 4.19 as well, unclear how long this has been broken
- we're only seeing it now because clearly nobody was watching these jobs, and it was not considered in component readiness prior to 4.20
- fixing may require discussions with hypershift, depending on what is going on here.
