[4.18] Regression: Baremetal IPI installation fails when IPv6 only BMC Network

      * Before this update , on dual-stack clusters with IPv6 as the primary networking stack, the bare-metal Installer-Provisioned Infrastructure (IP) would incorrectly provide an IPv4 URL for the virtual media ISO image. This caused installation failures on Baseboard Management Controllers (BMCs) that were configured exclusively for IPv6 networking, as they could not reach the IPv4 address. With this release, the installer logic was updated to always provide an IPv6 URL when a BMC is using IPv6 addressing and the installation process now completes successfully.       This is a clone of issue OCPBUGS-60240. The following is the description of the original issue:

      Description of problem:

      Customer is trying to perform Baremetal IPI installation. The ILO interface has ipv6 address but doesn't allow ipv4 connections.
      
      Bootstrap fails and cluster nodes are not being created because the Virtual Media URL is unreachable as the URL is ipv4
      
      This seems like a regression from an issue previously fixed

      Steps to Reproduce:

          1. Deploy dual-stack cluster with IPv6 as primary
          2. Watch nodes boot
          3. You can see Virtual Media is using IPv4 instead of IPv6 like such:

      Actual results:

      The Virtual Media URL is IPv4 (from the bootstrap VM) instead of IPv6

      Expected results:

      The Virtual Media URL should be IPv6
