Description of problem:
Customer is trying to perform Baremetal IPI installation. The ILO interface has ipv6 address but doesn't allow ipv4 connections. Bootstrap fails and cluster nodes are not being created because the Virtual Media URL is unreachable as the URL is ipv4 This seems like a regression from an issue previously fixed https://issues.redhat.com/browse/OCPBUGS-25996 https://github.com/openshift/installer/pull/7898 https://access.redhat.com/solutions/7052085

Steps to Reproduce:
1. Deploy dual-stack cluster with IPv6 as primary 2. Watch nodes boot 3. You can see Virtual Media is using IPv4 instead of IPv6 like such: https://172.31.230.153:6183/redfish/boot-b2ce8680-c786-478f-bd35-688d475af410.iso
Actual results:
The Virtual Media URL is IPv4 (from the bootstrap VM) instead of IPv6
Expected results:
The Virtual Media URL should be IPv6
