      Installation fails with worker node not getting created and azure-credentials not getting created and operator being in degraded state

      How reproducible:

      Install a azure IPI with credentials mode as manual

      Steps to Reproduce:

      1. install a cluster with 4.12 in azure 
2. use credentialmode as manual , use doc [https://github.com/openshift/installer/pull/6505/files, https://docs.openshift.com/container-platform/4.12/installing/installing_azure/manually-creating-iam-azure.html]

      Actual results:

      Installation incomeplete

      Expected results:
