OCP Console show huge negative CPU utilization values

      This is a clone of issue OCPBUGS-57481. The following is the description of the original issue:

      Description of problem:

          Starting some 4.19 build I've noticed that console occasionally show incredibly large negative values for CPU utilization

      Version-Release number of selected component (if applicable):

          4.19.0-ec.x

      How reproducible:

          100%

      Steps to Reproduce:

          1. Deploy OCP 4.19
          2. Open Console
          3. Check CPU utilization on a dashboard
          

      Actual results:

          Every once in a while a huge negative number is shows and throws off the whole scaling

      Expected results:

          CPU utilization should not go negative at all?

      Additional info:

          I'm using Google Chrome stable accessing webUI, this is happening for a while now across multiple versions
