Negative CPU utilization is no longer displayed in monitoring dashboard::
Before this update, the monitoring dashboard in the {product-title} web console sometimes displayed large negative CPU utilization values due to incorrect assumptions about intermediate results. As a consequence, users could see negative CPU utilization in the web console. With this release, CPU utilization values are properly calculated and the web console no longer shows negative utilization values.

Description of problem:

    Starting some 4.19 build I've noticed that console occasionally show incredibly large negative values for CPU utilization

Version-Release number of selected component (if applicable):

    4.19.0-ec.x

How reproducible:

    100%

Steps to Reproduce:

    1. Deploy OCP 4.19
    2. Open Console
    3. Check CPU utilization on a dashboard

Actual results:

    Every once in a while a huge negative number is shows and throws off the whole scaling

Expected results:

    CPU utilization should not go negative at all?

Additional info:

    I'm using Google Chrome stable accessing webUI, this is happening for a while now across multiple versions
