Description of problem:
While testing with 4.20.0-ec.4 build, observing an error message in the downloaded initrd.addrsize file. Observing this when trying to install SNO with Assisted Installer using static IP(without DHCP). Error: [root@b3e04001 LPAR]# cat initrd.addrsize failed to read nmstate img: open /data/nmstatectl-4.20-9.6.20250523-0-s390x: no such file or directory Test environment: Tested on s390x OCP build: 4.20.0-ec.4

Steps to Reproduce:
1. Add the cluster details in Redhat hybrid cloud console, selecting 'Static IP, bridges, and bonds' option for 'Hosts network configuration'.
2. Fill in the details for DNS, gateway, MAC and IP. Select 'iPXE - Provision from your network server' option for 'Provisioning type' and download the discovery_ipxe_script.txt
3. Download the initrd.addrsize file using the URL-
http://api.openshift.com/api/assisted-images/images/<infra_env_id>/s390x-initrd-addrsize?image_token=<token_string>&version=4.20
(Refer to the initrd URL from the discovery script)
Actual results:
Seeing this error message in the initrd.addrsize file. [root@b3e04001 LPAR]# cat initrd.addrsize failed to read nmstate img: open /data/nmstatectl-4.20-9.6.20250523-0-s390x: no such file or directory
Expected results:
Successfully download initrd.addrsize file.
