Description of problem:
While testing with 4.20.0-ec.4 build, seeing kernel panic error while booting SNO node during SNO cluster installation using static IP(without DHCP). Test environment: Tested on s390x OCP build: 4.20.0-ec.4

Steps to Reproduce:
1. Add the cluster details in Redhat hybrid cloud console, selecting 'Static IP, bridges, and bonds' option for 'Hosts network configuration'.
2. Fill in the details for DNS, gateway, MAC and IP. Select 'iPXE - Provision from your network server' option for 'Provisioning type' and download the discovery_ipxe_script.txt
3. Download the kernel, initrd and rootfs images from the discovery script.
4. Boot the node from c3270 console after adding the necessary configurations.
Actual results:
Observing kernel panic error messages on c3270 console(screen shots attached). Node boot unsuccessful. Link: https://drive.google.com/drive/folders/1KoZr058zHr8R4qpvskqBwD6j5AKCjn0n
Expected results:
SNO node comes up after booting.
Additional info:
Also tried booting using images downloaded from mirror.openshift.com repo instead of using the images generated from the discovery script. Node is coming up successfully without any errors when using images from mirror.openshift.com.
