[release-4.19] Performance issue - plugins pages increased loading time (10s) compared to ocp4.18

      Previously, a subset of endpoints on the console backend were gated by `TokenReview` requests to the API server. In some cases, the API server would throttle these requests, causing slower load times in the UI. With this release, the `TokenReview` gating was removed from all but one of our endpoints resulting in improved performance. (link:https://issues.redhat.com/browse/OCPBUGS-58316[OCPBUGS-58316])

      Description of problem:

          Plugins initial loading time for 4.19 increased around 10s than 4.18

      Version-Release number of selected component (if applicable):

      4.19    

      How reproducible:

      Always

      Steps to Reproduce:

          1. Log into ocp4.19
          2. Open Browser console / Developer tab - Network tab
          3. Go To Observe > Alerting or Go To Observe > Dashboards
          

      Actual results:

      Notice you need to wait around +10s to have the page loaded first time .
      Compared to a 4.18 version, same pages are loaded instantaneously.

      Expected results:

       Improve the loading time for plugin pages.

      It is also reproducible with Network plugin pages.
