Performance issue - plugins pages increased loading time (10s) compared to ocp4.18

      Before this update, additional HTTP client configuration increased the plugin initial loading time, which slowed overall OpenShift Container Platform performance.       Description of problem:

          Plugins initial loading time for 4.19 increased around 10s than 4.18

      Version-Release number of selected component (if applicable):

      4.19    

      How reproducible:

      Always

      Steps to Reproduce:

          1. Log into ocp4.19
          2. Open Browser console / Developer tab - Network tab
          3. Go To Observe > Alerting or Go To Observe > Dashboards
          

      Actual results:

      Notice you need to wait around +10s to have the page loaded first time .
      Compared to a 4.18 version, same pages are loaded instantaneously.

       Improve the loading time for plugin pages.

      Additional info:

      It is also reproducible with Network plugin pages.
