Description of problem:
Plugins initial loading time for 4.19 increased around 10s than 4.18

Steps to Reproduce:
1. Log into ocp4.19 2. Open Browser console / Developer tab - Network tab 3. Go To Observe > Alerting or Go To Observe > Dashboards
Actual results:
Notice you need to wait around +10s to have the page loaded first time . Expected results:
Improve the loading time for plugin pages.
Additional info:
It is also reproducible with Network plugin pages.
