"acm" perspective should not have special treatment

      This update removes the cluster switcher that allowed users to access Red Hat Advanced Cluster Management by choosing the **All Clusters** option.       Description of problem:

      The cluster switcher causes confusion for users who expect it to contain all managed clusters. With ACM 2.14.0, renaming the hub is also possible, making the name "local-cluster" more confusing.

      1. Install ACM

      Cluster switcher appears for access to ACM console plugin

      Expected results:

      ACM should appear as a regular perspective in the perspective selector
