[GCP custom dns] installing a private cluster failed due to "unable to handle api server override: no ip address found in lbconfig"

      Description of problem:

          trying to install a private cluster, where there's no API server and the bootstrap machine doesn't have public IP, got "unable to handle api server override: no ip address found in lbconfig"

          Always

      Steps to Reproduce:

      1. create VPC network/subnets/etc.
      2. create bastion host within the VPC
      3. "create install-config", then insert the interested settings (see [1])
      4. "create cluster" (see https://jenkins-csb-openshift-qe-mastern.dno.corp.redhat.com/job/ocp-common/job/Flexy-install/342145/)
      
      FYI as it is a private cluster, generally we could run the installation on the bastion host, which is within the VPC.
