RHDE Image Mode (bootc) upgrade issues within MicroShift and Embedded Containers

      Description of problem:

      After RHDE upgrades, for images built within Image Mode (bootc) / RHEL 9.4 within MicroShift 4.17/4.18 and Embedded Containers, new Applications Containers embedded to the updated layers of RHDE image are not presented with the upgraded system, which a major blocker for disconnected / offline deployments. 
      Through Jira Ticket https://issues.redhat.com/browse/OCPBUGS-52420, MicroShift engineering has fixed this issue with engineering candidates of RHDE with RHEL 9.6 and MicroShift 4.19. But customers and partners early adopting Image Mode (bootc) does need some workaround that could solve the issue for RHEL 9.4 and MicroShift 4.18 at least. 
      Image Mode (bootc) it does have a know bug reported on https://issues.redhat.com/browse/RHEL-47354, that is fixed within RHEL 9.6 (bootc GA), which affects SELinux labeling during the build phase. 
      With this case, as a potential workaround for RHEL 9.4 and MicroShift 4.18, customers and partners are looking to confirm if the same work done through https://issues.redhat.com/browse/OCPBUGS-52420 for 9.6/4.19 can also be applied for 9.4/4.18 and if the SELinux labels can be applied at first boot.
