MicroShift embedded container images should not be placed in /var

      In previous versions of MicroShift and image mode for RHEL, images built with image builder in RHEL 9.4 and MicroShift embedded containers could bypass correct updates because of a difference in the directories in which those images were stored. This could prevent updates for disconnected and offline deployments. With this release, and image mode for RHEL 9.6, the issue is resolved. Updates for image mode for RHEL are applied as expected with MicroShift and embedded containers.

      Description of problem:

      MicroShift embedded container images are currently downloaded to /var/lib/containers/storage-preloaded directory. This might cause problems when upgrading the images because /var is not touched by bootc upgrades after the first installation
